Incorporation History

Excalibur Specialty Services (ESS) was born on January 2, 2005 as a "Doing Business As" (DBA) consultant company consisting of one employee, Mr. Alan Peffley. Alan performed a short Consulting Agreement project as a Cost Analyst with Andrews Space of Seattle, Washington. He worked with the Andrews Space Team on NASA's Exploration Systems Architecture Study (ESAS) and a Crew Exploration Vehicle concepts study. Both of those ESAS Advanced Development studies were in support of the current NASA Constellation, Orion, Aries, and Altair space exploration programs.

 

It was soon evident to Alan that DBA ESS company operations would be difficult in the longer run to manage and maintain as a one-person enterprize. Therefore, in March of 2005 Bonnie and Alan Peffley traveled to Nevada and created Excalibur Specialty Services Inc (ESS Inc) with the friendly and knowledgeable assistance of the Corporate Services Center staff located in Carson City, Nevada. ESS Inc was formed as a Washington State Corporation and Aerospace Services Small Business that same month. ESS Inc is registered as a S-corporation with the IRS. ESS Inc was licensed as a Miscellaneous Services small business in Cowlitz County, Kelso, Washington (a SBA-qualified HUBZone area.)

ESS Inc will terminate its registration with Dunn & Bradstreet (#606817109) and the US Government's Central Contractor Registration (CCR) as an Aerospace Engineering Services Small Business in 2010. ESS Inc is still registered with the US Small Business Administration as a Woman-Owned Small Business.

Corporate Officers are also ESS Inc Professional Employees

Bonnie Peffley, the corporation's President and Executive Secretary, is the majority shares owner of the Corporation.

Alan (Al) Peffley, a Vietnam-Era Navy Veteran, is the Vice President and Executive Treasurer of ESS Inc.

Both of the Corporate Officers performed contract labor duties for ESS Inc's customers. From 2005 through December 31, 2009, Alan specialized in aerospace and homeland security projects as a subject matter expert (SME), system of systems analyst, financial analyst, and training exercise evaluator. Bonnie specialized in commercial business setup, remodel, and closeout projects as a jobsite construction manager.

Examples of Aerospace and Construction Management Contracts Performance

ESS Inc completed a KB Toys store closeout project at Washington Square Mall, Tigard, Oregon in 2006 on schedule and within budget for CRB Commercial Interiors Inc of Aurora, IL.

ESS Inc performed Independent Evaluator Services for the Pacific NorthWest Economic Region (PNWER) and the Washington State Department of Transportation (WSDOT) on a SR 520 Bridge Failure Exercise. The PNWER/WSDOT project was also accomplished on schedule and completed within the allocated budget.

ESS Inc was a second-tier, management labor services supplier on both projects.

2009-10 At-large Activities - ESS Inc participated in the PNW Cybersecurity Working Group on the upcoming "Emerald Down" exercise. Alan graduated from the Cowlitz County Citizen's Police Academy in 2009 and Citizen Emergency Response Team training in February, 2010.

Employee Backgrounds

Alan Peffley retired from The Boeing Company in 2004. His last program assignment at Boeing was in Systems Engineering on the US Army's Future Combat Systems Program. He has extensive experience in systems development and evaluation of civil space systems, unmanned combat vehicles, defense systems architecture design and evaluation, homeland security systems integration, human survivability and personal protection measures, disaster planning & incident command, pubic safety communications interoperability, and directed energy weapon systems. Alan received his BS-BA degree with academic honors from City University. Alan minored in Biological & Oceanography Sciences at the University of Washington. Alan has earned National Incident Management System (IS-700), National Response Framework (IS-800), & Incident Command System course completion certificates (ICS 100-300) from DHS/FEMA and has attended DHS Type3 COML training.

Bonnie Peffley retired in 2004 from her commercial building maintenance, carpentry, and retail store remodeling lead construction career positions at LBW LLC, Market Contractors Inc, and Montgomery Ward, respectively. Bonnie is a Lower Columbia College and AGC Commercial Projects Management class graduate. Bonnie also co-owned and co-managed daily operations of a fast food restaurant business in Southwest Washington before starting her career in the commercial business construction field.
